The revocation folder is used by Opera to store local data relating to Root Certificates and security such as SSL/TLS connections.

Files that are stored in this folder have been pre-approved by Opera or individually approved by the user.

More specifically, the files stored in the revocation folder specify certificates that should be revoked due to a number of possible reasons, including an updated certificate.
